You only have to look at the huge take-up from the office to residential permitted development act that arrived in 2013 to see the ravenous developer appetite for appropriately located sites. Any progress in unlocking the potential of brownfield development will involve the government utilising a carrot and stick approach in dealing with local authorities of applying suitable pressure whilst recognising the need to work hand in hand to free up this land. Whilst a change to the status quo vis-à-vis brownfield sites could help London in particular fill the void between homes needed and predicted supply, we are dubious that such a change is on the immediate horizon given the innate bureaucracy in this area.
